Today is National Fentanyl Awareness Day

Today marks the first ever National Fentanyl Awareness Day, a day of action to raise public awareness about an urgent problem: people dying at alarming rates due to illegally made fentanyl.

But what is fentanyl?

Fentanyl is a powerful opioid many are unaware has entered the market. Fentanyl is a synthetic or “man-made” opioid that is 80-100 times stronger than other opioids like morphine and heroin.

There are two types of fentanyl: medical grade (prescribed by a doctor) and illegally made (illicit). Illegally made has been involved in the majority of U.S. drug deaths in recent years.

Fentanyl is very cheap and extremely addictive. There is an alarming nationwide trend of drug dealers mixing illegally made fentanyl with, and disguising it as, other common drugs like Oxycodone, Percocet and Xanax to increase profits. People may not be able to tell if fentanyl is present based on taste, smell, or the look of the drug. In Washington, fentanyl has been found in counterfeit pills made to look like prescription opioid pills, as well as in powders and black tar heroin. According to the WA Department of Health, people should assume that any drug not from a pharmacy could have fentanyl in it.

Most recent cases of fentanyl-related overdose and death have been linked to illegally made fentanyl. New data show that deaths from drug overdoses continue to increase for Washington residents and that fentanyl is a major driver. Preliminary data as of April 13 show drug overdose deaths involving synthetic opioids in all of 2020 is nearly twice the number in 2019. In 2021, the number of overdose deaths were 72% higher than overdose deaths in 2020. Fentanyl overdose deaths have increased about 10-fold since 2016.

What can Skagitonians do to help?

Know the facts about fentanyl and share them with your friends.

  • Fentanyl is extremely potent. As little as two milligrams of fentanyl, an amount equal to a few grains of salt, can kill a person.
  • Do you know where your pill came from? Any pill you don’t directly get from a pharmacy may contain a lethal dose of fentanyl. Real prescription drugs are not available on Instagram or Snapchat.

If you are a parent or educator, don’t avoid the topic.

  • Young people are dying from lack of information about this. 35% of youth ages 13-17 say they don’t know enough about fentanyl and its rate of danger, and 73% have never heard of fentanyl in counterfeit pills.
  • In our region, fentanyl is most commonly seen in blue, greenish, or pale colored counterfeit pills. There may be other colors. These pills may be marked as “M30” and sometimes as “K9,” “215,” and “v48.” Fentanyl may also be in white powders.

If you’re a person who uses drugs, or is considering using drugs, exercise caution.

What should you do if someone may be overdosing?

  • Under the statewide standing order, anyone can get naloxone at a pharmacy without seeing a doctor first.
  • The Good Samaritan Overdose law (RCW 69.50.315) says neither the victim nor people assisting with an overdose will be prosecuted for drug possession.

To Our Volunteers: Thank you!

Last Thursday, Skagit County Public Health celebrated the over two hundred and twenty volunteers who dedicated their time and expertise to Skagit’s COVID-19 response since the beginning of the pandemic. From the testing site first opening at Skagit Valley College in April 2020, to the move to the Fairgrounds and the incorporation of a vaccination clinic—from closing then reopening again when the Delta variant first hit—these volunteers stuck with the site through thick and thin, rain and shine.

“For me, some of the most meaningful moments came early after the pediatric vaccines were available. The parents were so emotional and grateful for being able to have their children vaccinated at last, for being able to obtain vaccine protection for them, and to maybe even getting back to a more normal life. It was very moving and helped me better understand that what we were doing was an important and valuable service for our community.”

It takes a very special kind of person to respond to this type of call to action. When the world seemed so overwhelming and there was so much that we didn’t know, a band of dedicated individuals came together to get the testing site up and running. It was amazing to watch these same people coming back week after week, responding to the incredible needs of our community.

Between 2020 and 2021, these volunteers accumulated a total of 14,852 hours of service—a level of community response never seen by our County before. From directing traffic, to administering tests and vaccinations, our volunteers have been the heroes of Public Health’s pandemic response.

As we wrap up operation at the Fairgrounds, and Public Health begins the process of relocating our testing services to a new location, we want—we need—to take this time to highlight our volunteers. Public Health could not have achieved what was achieved over the past two years without these individuals.

To our volunteers: Thank you! Whether you dedicated one, or seven hundred hours, each moment of volunteer service has been sincerely appreciated.

Hi, my name is Aracely!

Understanding the healthcare system can be tough for most of us. And unfortunately, the behavioral healthcare system can sometime be even more complicated. I’m a Community Health Worker/Promotora who is here to assist you in navigating the behavioral healthcare system so you and your loved ones can get the care you need.

First, what is behavioral health? Behavioral health encompasses both mental health disorders and substance use disorders (also called addiction). Treatment is available but finding it and understanding insurance benefits can be difficult.

My job is to work with individuals to help them find the treatment they need. Additionally, I am working to bring awareness and support to the Hispanic/Latino community. I personally know the struggles and barriers that Spanish-speaking individuals can face when seeking care, and I want to help break down those barriers.

Here is what I can do to help you:

  • Assist you in English and Spanish.
  • Connect you with service providers.
  • Help you find basic needs like food and clothing.
  • Help you learn about treatment options.
  • Help you find a behavioral health care provider.
  • Help you find assistance signing up for insurance or Medicaid.

Calling All Volunteers! Volunteers Needed at the Fairgrounds Testing Site

The demand for COVID-19 testing has increased dramatically since the end of December 2021. The new Omicron variant has proven to be highly transmissible, causing a rapid spike in new cases over the past two to three weeks. Aside from vaccination, boosters, and masking, testing is one of the best tools that we have to slow the spread of the virus in our community.

Skagit County Public Health has been working diligently to provide no-cost, low-barrier testing services to Skagitonians since April 2020. The current operation at the Skagit County Fairgrounds allows for an average of 300 tests per evening, every Monday, Tuesday, Thursday, and Friday.

While demand for testing services have ebbed and flowed over the course of the pandemic, present demand is overwhelming our Public Health and hospital systems. To address this strain, Public Health is seeking to expand testing hours at the Fairgrounds as soon as possible.

As many know, staffing shortages due to COVID-19 are impacting workplaces across the country. Unfortunately, the Skagit County Fairgrounds has also been affected by these struggles.

“A minimum of 15 staff and volunteers are required to run the Fairgrounds each day,” said Site Manager, Julie de Losada. “To expand our hours, we would need to quickly expand our workforce as well. Without new volunteers, it just isn’t possible.”

Public Health is calling on the community to help support the testing site. If you are 16 years of age or older and can commit to at least one shift per week through the end of February, the site could desperately use your help.

If/when staffing allows, Public Health is hoping to add an early afternoon shift to the current operating schedule on Mondays, Tuesdays, Thursdays, and Fridays. A volunteer would need to be available either between 11:30am to 3:00pm or 2:30pm to 7:00pm on these days.

All positions are open: testers, administrative help, traffic, and greeters. No experience is required; training will be provided on site. To be eligible, a background check is required, and only those who are fully vaccinated can volunteer at the site.

Please know that Public Health has had considerable success in mitigating the spread of COVID-19 at the testing site. All volunteers and staff are required to wear a surgical face mask (at minimum) at all times.

¡Llamando a todos los voluntarios! Se necesitan voluntarios en el sitio de pruebas del recinto ferial  

La demanda de pruebas de COVID-19 ha aumentado drásticamente desde finales de diciembre de 2021. La nueva variante de Omicron ha demostrado ser altamente transmisible, causando un rápido aumento en los nuevos casos en las últimas dos o tres semanas. Aparte de la vacunación, los refuerzos y el enmascaramiento, las pruebas son una de las mejores herramientas que tenemos para frenar la propagación del virus en nuestra comunidad. 

Skagit County Public Health ha estado trabajando diligentemente para proporcionar servicios de pruebas sin costo y de baja barrera a los skagitonianos desde abril de 2020. La operación actual en el recinto ferial del condado de Skagit permite un promedio de 300 pruebas por noche, todos los lunes, martes, jueves y viernes.  

Si bien la demanda de servicios de pruebas ha disminuido y fluido en el transcurso de la pandemia, la demanda actual está abrumando nuestros sistemas de salud pública y hospitalarios. Para hacer frente a esta tensión, Salud Pública está tratando de ampliar el horario de pruebas en el recinto ferial lo antes posible. 

Como muchos saben, la escasez de personal debido a COVID-19 está afectando a los lugares de trabajo en todo el país. Desafortunadamente, el recinto ferial del condado de Skagit también se ha visto afectado por estas luchas.

Salud Pública está pidiendo a la comunidad que ayude a apoyar el sitio de pruebas. Si tiene 16 años de edad o más y puede comprometerse a al menos un turno por semana hasta finales de febrero, el sitio podría usar desesperadamente su ayuda. 

Si / cuando el personal lo permite, Salud Pública espera agregar un turno temprano en la tarde al horario operativo actual de los lunes, martes, jueves y viernes. Un voluntario tendría que estar disponible entre las 11:30 a.m. y las 3:00 p.m. o de 2:30 p.m. a 7:00 p.m. en estos días.  

Todos los puestos están abiertos: probadores, ayuda administrativa, tráfico y saludadores. No se requiere experiencia; la capacitación se proporcionará en el sitio. Para ser elegible, se requiere una verificación de antecedentes, y solo aquellos que están completamente vacunados pueden ser voluntarios en el sitio.

Better Lung Health Begins at “I Quit”

For over 40 years, the American Cancer Society has hosted the Great American Smokeout on the third Thursday of November. This is an opportunity for people who smoke to commit to healthy, smoke-free lives. According to recent data, about 34 million American adults still smoke cigarettes. It remains the single largest preventable cause of death and illness in the world. Smoking causes an estimated 480,000 deaths each year, representing about 1 in every 5 deaths.

While the rates of cigarette smoking have declined over the past several decades (from 42% of the population in 1965 to 14% in 2019), the gains have been inconsistent. Some groups smoke more heavily or at higher rates and suffer disproportionately from smoking-related cancer and other diseases. These populations tend to be those who experience inequities in multiple areas of their lives, including those at lower socioeconomic levels, those without college degrees, American Indians/Alaska natives, African American/Black communities, LGBTQ+ communities, those in the military, and those with behavioral health conditions.

Addiction to nicotine in cigarettes is one of the strongest and most deadly addictions out there. Thankfully, no matter your age or how long you’ve been smoking, quitting can improve your health both immediately and over time. People who use tobacco products are strongly advised to use proven cessation methods to quit, such as prescription medications and counseling. Also, research shows that people who smoke are most successful in their efforts to stop smoking when they have support, including getting advice from a doctor or pharmacist.

And if you’ve heard that switching to vaping can help in your cessation journey, know this: vaping, or use of e-cigarettes, is not a proven way to quit tobacco. In fact, e-cigarettes with nicotine are tobacco products, so if you vape nicotine, you are still using tobacco. Most people who try to quit smoking by vaping are not able to completely switch, which—according to the U.S. Surgeon General—is the only way to achieve the health benefits of quitting smoking.

Giving up smoking is a journey. It can be hard, but you can increase your chances of success with a good plan and support. Getting help through counseling and medications doubles or even triples your chances of quitting successfully. Thankfully, there are many resources available to Washingtonians when it comes to tobacco cessation. Here are some helpful resources to get you started on your cessation journey:

  • Quitline: Washingtonians age 13+ can also call 1-800-QUIT-NOW to speak confidentially with a Quit Coach in English, Spanish, or receive support in more than 200 other languages.
  • This is Quitting (TIQ), from Truth Initiative: This is an innovative text-to-quit vaping program for young people ages 13-24. TIQ helps motivate, inspire, and support young people throughout the quitting process. When young people join TIQ, they will receive proven tips and strategies to quit and stay off e-cigarettes and vapor products from other young people just like themselves who tried to quit. To enroll, teens and young adults can text VAPEFREEWA to 88709.
  • 2Morrow Health: This is a smartphone app that helps participants learn new ways to deal with unhelpful thoughts, urges, and cravings caused by nicotine. Participants receive notifications and can track their progress along the way in order to move toward their goal of quitting. The app is available in English and Spanish. Depending on your age and the tobacco product you are trying to quit, you can register for either of the smartphone apps below:
    • Smoking & Tobacco: A program for people who want to quit smoking and/or other tobacco use. A special program for pregnant women is included in this version.
    • Vaping (age 13+): A program for teens and young adults who want to quit vaping. Older adults who want to quit vaping, but who do not smoke, can also use this program.

It can take several tries to quit for good, but the more times you try to quit, the more likely you are to succeed on your next try. So, remember: Never quit quitting.

Looking for Child Care in Skagit County? There’s Help Available!

Anyone who’s ever had to pay for child care will tell you the same thing: child care is expensive! If you’ve ever struggled to pay for the cost of child care or needed to make compromises to make ends meet, you wouldn’t be alone. With the added challenges posed by the pandemic, many parents and caregivers are looking for help—even those who never needed assistance before.

But did you know that on May 7th of this year, the Governor signed the Fair Start for Kids Act—a historic legislation meant to strengthen Washington’s child care system by assisting families with young children and licensed child care programs? This new legislation is BIG for those who take care of our most precious residents. So, let’s talk about what this means for Washington state families.

For families, the Fair Start for Kids Act does the following:

State median income by household size.
  1. It increases the number of families who will qualify for financial assistance to pay for child care!
    Beginning October 1st, 2021, income eligibility will be raised, with new limits tied to the state median income instead of the federal poverty level. This means that a family of four can earn up to $5,139 per month (which is 60% of the state median income) and still qualify for help.
  2. It will reduce family child care copays to a maximum of $115 per month!
    Beginning October 1st, 2021 through the end of 2022, child care copays for families with state child care assistance will be reduced to a maximum of $115 per month. Some families may even pay less! And starting in 2023, these copays will be capped at 7% of one’s household income.

Did you know that there is even more help available to those who qualify?

Aside from the Fair Start for Kids Act, there are other opportunities for financial assistance here in Washington state. Washington Connection offers a fast and easy way for families and individuals to apply for a variety of services such as Food, Cash, Child Care, Long-Term Care, and Medicare Savings Programs.

Here, you can find a list of licensed child care providers in your area, with contact information, hours of operation, ages accepted, and quality ratings. You can also access information about financial assistance available to families in Washington, as well as guidance for how to select child care.

The YMCA, Boys and Girls Club, and more local organizations offer safe places for kids when they can’t be at home. Many of these providers are even located right at your child’s school or at a location nearby!

Suicide Prevention: A Critical Conversation, This Year and Every Year

This month during National Suicide Prevention Month, we are taking extra time to raise awareness about the importance of mental health and seeking help if and when needed. This year, as we see COVID-19 cases spiking and as many are feeling the affects of months of chronic stress, it is critical that we revisit some important mental health talking points.

If someone you know is struggling emotionally or having a hard time, you can be the difference in getting them the help they need. Below are some tips to consider from the National Suicide Prevention Lifeline when talking with friends and family about mental health, depression, anxiety, and suicidal ideation.

Do They Need Your Help?

Some warning signs may help you determine if a loved one is at risk for suicide, especially if the behavior is new, has increased, or seems related to a painful event, loss, or change.

  • Talking about wanting to die or to kill themselves
  • Looking for a way to kill themselves, like searching online or buying a gun
  • Talking about feeling hopeless or having no reason to live
  • Talking about feeling trapped or in unbearable pain
  • Talking about being a burden to others
  • Increasing the use of alcohol or drugs
  • Acting anxious or agitated; behaving recklessly
  • Sleeping too little or too much
  • Withdrawing or isolating themselves
  • Showing rage or talking about seeking revenge
  • Extreme mood swings

How Can You Help Them?

Note: It can be scary when a friend or loved one is thinking about suicide, and it can be difficult to know how a suicidal crisis feels and how to act. Call the Suicide Prevention Lifeline at 1-800-273-TALK (8255) at any time for help if someone in your life is struggling.

Never keep it a secret if a friend or family member tells you about a plan to hurt themselves. Call 1-800-273-TALK (8255) so that you can find out what resources are available to you or encourage your loved one to call.

Use The Do’s and Don’ts

Talking with and finding help for someone that may be suicidal can be difficult. Here are some tips that may help:

  • Be direct. Talk openly and matter-of-factly about suicide.
  • Be willing to listen. Allow expressions of feelings. Accept the feelings.
  • Be non-judgmental. Don’t debate whether suicide is right or wrong, or whether feelings are good or bad. Don’t lecture on the value of life.
  • Get involved. Become available. Show interest and support.
  • Don’t dare him or her to do it.
  • Don’t act shocked. This will put distance between you.
  • Don’t be sworn to secrecy. Seek support.
  • Offer hope that alternatives are available but do not offer glib reassurance.
  • Take action. Remove means, like weapons or pills. Do never put yourself at risk or in harms way. If the situation is unsafe or you feel threatened, call 911.
  • Get help from people or agencies specializing in crisis intervention and suicide prevention. Go to https://namiskagit.org/ for local resources.

Use the 5 Action Steps

These evidence-based action steps from bethe1to.com provide a blueprint for reaching and helping someone in crisis.

  1. ASK – Yes, you can ask the question: “Are you thinking about suicide?” By asking it directly, you are communicating that you are open to speaking about suicide in a non-judgmental and supportive way. Asking in this direct, unbiased manner, can open the door for healthier, more effective dialogue about their emotional state and can allow everyone to see what next steps need to be taken.
  2. BE THERE – It may seem that “being there” for people is harder recently. But you can be present in different ways. If you can’t physically be with someone, speak with them on the phone when you can or try sending supportive text messages; whatever you can do to show support for the person at risk. An important aspect of this step is to make sure you follow through with the ways in which you say you’ll be able to support the person; do not commit to anything you are not willing or able to accomplish. If you are unable to be physically present with someone with thoughts of suicide, talk with them to develop some ideas for others who might be able to help as well (again, only others who are willing, able, and appropriate to be there). Listening is again very important during this step – find out what and who they believe will be the most effective sources of help.
  3. KEEP THEM SAFE – First of all, it’s good for everyone to be on the same page. After the “Ask” step, and you’ve determined suicide is indeed being talked about, it’s important to find out a few things to establish immediate safety. Have they already done anything to try to kill themselves before talking with you? Does the person experiencing thoughts of suicide know how they would kill themselves? Do they have a detailed plan? What’s the timing for their plan? What sort of access do they have to their planned method?
  4. HELP THEM CONNECT – Helping someone with thoughts of suicide connect with ongoing supports (like the Lifeline, 800-273-8255) can help them establish a safety net for those moments they find themselves in a crisis. Additional components of a safety net might be connecting them with supports and resources in their communities. Explore some of these possible supports with them – are they currently seeing a mental health professional? Have they in the past? Is this an option for them currently? Are there other mental health resources in the community that can effectively help?
  5. FOLLOW UP – After your initial contact with a person experiencing thoughts of suicide, and after you’ve connected them with the immediate support systems they need, make sure to follow-up with them to see how they’re doing. Leave a message, send a text, or give them a call. The follow-up step is a great time to check in with them to see if there is more you are capable of helping with or if there are things you’ve said you would do and haven’t yet had the chance to get done for the person.

Practice Active Listening

Hearing someone talk is different than actively listening to what that person is saying. Active listening requires concentration and understanding. Improving your listening skills is easy to do with practice and these helpful tips below:

Acknowledge the Speaker

This can be as simple as a head nod or an “Uh huh.” By acknowledging the speaker, you are letting them know that you are listening to what they have to say and reminding yourself to pay attention to what is being said to you.

Respond Verbally

Asking questions or making statements may help clarify what the speaker is saying. It reminds the speaker that you are listening attentively and that you are here to help them and are truly concerned. Be sure to let the speaker finish talking before asking any questions.

Summarize What You Hear

Reflecting on what the listener is saying is also a positive verbal active listening technique. By repeating, paraphrasing, or even summarizing what the speaker has said shows that you are putting in effort to better understand them. Use phrases like; “what I’m hearing is…”or, “sounds like you’re saying….” These tactics can also allow the speaker to hear what they are saying, which may help them find positive reinforcement.

Be Mindful of Body Language

Keeping eye contact, maintaining good posture, and staying focused are key components of active listening and interpersonal communication. Being distracted and unfocused gives the speaker the impression that you aren’t paying attention. When you actively listen to someone, you are letting them know that you care about what they are saying and can indicate that you are concerned for their health and safety.

El Condado Lanza Portal de Asistencia de Alquiler para los Residentes de Skagit

County Launches New Rental Assistance Online Portal for Skagitonians

Skagit County residents now have a convenient option to get pre-approved for help with rent and utility bills. This week, the County, and its community partners launched a new online portal where renters can complete a simple eligibility survey and get matched with a rental assistance provider, or complete an application for assistance.

The Skagit County Rental Assistance Program provides financial assistance to income-eligible Skagit County renters, and their landlords, who may be struggling to afford rent and utilities due to the COVID-19 pandemic.

The Skagit County Rental Assistance Program is made possible by an $8.9 million grant provided by the Washington State Department of Commerce and funded by the Treasury Rent Assistance Program (T-RAP). The program is intended to prevent evictions during the ongoing COVID-19 health crisis by paying past due and current/future rent and utilities for people needing relief.

“We know that many Skagit County residents have been impacted by COVID-19, and some are having trouble staying current on rent. Help is available, and we are hopeful that the new online portal will make it easier for residents and landlords to connect up with rental assistance providers.”

Households must meet all four of the following screening criteria to be eligible for rental assistance:

  1. Someone in the household has been unemployed for at least 90 days, or experienced a reduction in income, incurred significant costs, or experienced financial hardship during the COVID-19 pandemic.
  2. Must be currently experiencing housing instability or risk of housing instability, which may include unpaid rental fees or anticipation of inability to pay future rent.
  3. Household income is at, or below, 80% of Area Median Income.
  4. Household resides in Skagit County.

Residents who complete the online eligibility survey will get matched with one of the following rental assistance providers:

Housing Authority of Skagit County Serving Section 8 Voucher Holders and tenants of Housing Authority-owned Properties
Catholic Community Services (CCS) Farmworker pr Serving members of the Indigenous, Latinx, and Farmworker Community

Northwest Youth Services Serving young adults ages 18-24
Community Action of Skagit County Serving all Skagit County residents

Overdose Prevention: Preparedness Saves Lives

Overdose deaths accelerated in Washington State in 2020, increasing by 38% in the first half of 2020 compared to the first half of 2019. Preliminary data show 835 overdose deaths in Washington State in the first six months of 2020 compared to 607 deaths in the first half of 2019. Fentanyl-involved deaths more than doubled from 137 to 309 during that time. Most deaths involved multiple substances and many involved fentanyl. In Skagit County, a total of 143 nonfatal and 28 fatal overdoses were reported in 2020. Of those, 18 nonfatal and 10 fatal were related to fentanyl.

Substance use disorder is a disease that impacts many in our community. Overdose deaths are preventable with preparedness, education, and community care.

Illicit fentanyl is a synthetic or “man-made” opioid that is 80-100 times stronger than other opioids like morphine and heroin. In Washington state, fentanyl has been found in counterfeit pills made to look like prescription opioid pills, as well as in powders and black tar heroin. People may not be able to tell if fentanyl is present based on taste, smell, or the look of the drug. According to the WA Department of Health, people should assume that any drug not from a pharmacy could have fentanyl in it.

Everyone can play a role in saving lives in our community. If someone in your life is struggling with substance use disorder, learn the the signs of opioid overdose including; the inability to wake up; slow or no breathing; and blue, gray or ashy skin, lips or fingernails.

If you are struggling with substance use, do your best not to use alone and start slow using a tester amount to determine strength. If you must use alone, call 800-484-3731 (Never Use Alone) to ensure someone can help in the event of an overdose.

Skagit County also encourages those dealing with substance use disorders to carry at least two doses of Naloxone. Naloxone (also called Narcan®) is a safe and simple medication that reverses the effects of opioid overdose. If someone may be overdosing, call 9-1-1, give naloxone, and perform rescue breathing.

Naloxone can be administered nasally or intramuscularly. There are currently four types of naloxone available. For more information, visit SkagitRising.

Under the statewide standing order, anyone can get naloxone at a pharmacy without seeing a doctor first.

Remember, the Good Samaritan Overdose law (RCW 69.50.315) says neither the victim nor people assisting with an overdose will be prosecuted for drug possession.
